Jacob Katz Cogan is Judge Joseph P. Kinneary Professor of Law at the University of Cincinnati College of Law. He previously worked in the Office of the Legal Adviser of the U.S. Department of State, including as attorney-adviser to the Department's Bureau of International Organization Affairs.

Ian Hurd is Associate Professor of Political Science at Northwestern University.
