  • The failure of the Doha Round does not represent a retreat from countries' interests in trade liberalization, as many WTO critics have claimed, but rather a failure of the global trade institutions to keep up with changes in the trade agenda and the trade environment.
  • This study presents an institutional model of the WTO, with rules and procedures designed to "get things done," but which requires reforms and new efforts to keep abreast of an evolving world economy. Both internal WTO reforms and redoubled efforts by WTO member countries will be required to end the stalemate.
