This study investigates how the alliance of the non-representative groups, including civil and military bureaucracies and the landed class--a product of colonialism operating within the imperatives of Neo-colonialism--created the institutional imbalance in the formative years of Pakistan's life. This resulted in the continuation of the colonial legacy of a 'Security State' at the cost of economic and social development, which jeopardized the evolution of a modern, progressive nation-state.
