The Studies in Crime and Public Policy series aspires to produce books that will be definitive statements on the causes, prevention, treatment, and control of crime and criminality insofar as they raise issues of public policy. Edited by Michael Tonry of the University of Minnesota Law School, the aim is to produce an influential series of publications representing the best scholarship in the field linked by the common theme of achieving, with justice, a diminution of the impact on society of crime and delinquency. These studies are accessible to the educated general reader as well as meeting the needs of scholars.
